A practical guide to government benefits, the rating system, and how to achieve certification from registration to fit-out
Delhi NCR now has 2,475 IGBC-registered green building projects covering 2.81 billion sq ft. The scale of that number reflects financial logic more than environmental commitment.
For hotel developers in this market, IGBC Green Hotels certification has become a planning decision that affects FAR allocations, regulatory timelines, operating costs, and corporate booking eligibility.

From March 1, 2026, all hotel projects choosing to apply for Precertification, Certification, or Recertification must do so under the new IGBC Green Hotels Rating System (Pilot Version), which replaces the earlier Green Resorts system for all hotel typologies.

IGBC Green Hotels Has Four Certification Levels. Here Is Why Gold Is the Minimum Financial Target for NCR.
The rating system awards four levels of certification based on total points scored out of 100:
Certified — 50 to 59 points
Silver — 60 to 69 points
Gold — 70 to 79 points
Platinum — 80 to 100 points
Gold level certification is where the meaningful government incentives in Delhi NCR begin. Certified and Silver level projects in this market receive limited policy benefits. Gold level unlocks the following:

The 100-Point Scorecard: Where Credits Come From
The table below shows how the 100 points are distributed across the nine credit categories. Points differ slightly between new and existing hotels within some categories, but the total remains 100 in both cases. This breakdown is taken directly from the Project Checklist section of the IGBC Green Hotels Rating System Pilot Version document (igbc.in/igbcgreenhotels).

For new hotels, Water Conservation, Energy Efficiency, and Carbon Neutrality together account for 53 points. The majority of credits in these three categories depend on design decisions made before construction starts. A project that defers certification planning to fit-out stage is already working against reaching Gold level. Certification is valid for 3 years from issue date.
Four Stages From Registration to Certification
Stage 1 — How to Register Your Hotel for IGBC Green Hotels Certification
Register at igbc.in under the Green Hotels Rating System and appoint an IGBC Accredited Professional with direct experience of Delhi's regulatory environment, DPCC consent, CGWB zone restrictions, and MoEFCC clearance all affect your certification pathway.
If your project exceeds 20,000 sqm, apply for IGBC Precertification now rather than later, as this is what triggers fast-track Environmental Clearance eligibility.
Start the DPCC Consent to Establish process in parallel with design.
Stage 2 — Design Stage Decisions That Win IGBC Green Hotels Credits
Water, Energy, and Carbon Neutrality together account for 53 points for new hotels and most of those credits are decided here.
For energy, confirm your MEP consultant is using ECSBC 2024 as the energy simulation baseline and ensure glass performance on south and west facades is specified for Delhi's composite climate. This is where most hotel projects lose energy credits without realising it.
For water, check whether your site falls in a groundwater-restricted zone before finalising the rainwater harvesting design (your architect or MEP consultant can confirm this from the Central Ground Water Board classification for your area).
Also ensure the roof structure accounts for solar panels at civil stage, since adding them later is significantly more expensive.
The waste room needs to be designed for four separate waste streams from the start. It is a mandatory certification requirement and the space cannot be reworked once construction is complete
Stage 3 — Sustainable Hotel Products That Count Toward Certification
This is where the physical work of certification happens and where product choices make a measurable difference to your final score.
Sun control films on south and west-facing glass are one of the highest-value fit-out decisions in the system, contributing up to 8 points under Energy Efficiency credits.

Stage 4: Submission
The IGBC submission process runs in two stages. The preliminary submittal covers all mandatory requirements and the credits you are targeting. IGBC assigns a review team and responds within 30 days with comments and queries. The final submittal addresses those comments and includes any remaining documentation like purchase invoices, photographs of installed systems, completed calculation sheets, and manufacturer cut-sheets for every product claimed under a credit.
Build the 30-day preliminary review window into your project programme well before your target opening date. Projects that submit too close to opening run out of time to respond to review comments properly, which delays certification and can affect brand compliance deadlines.
Once certified, the rating is valid for three years. Recertification follows the version of the rating system current at that time, so keep your operational documentation current throughout.
